Officials on Wednesday said they identified the driver of a vehicle responsible for a hit-and-run accident that left a young woman brain dead.
The lawyer of Cindy Jasmin, the owner of the vehicle, said that her sister, Frances Jasmin, was driving and now is in a psychiatric hospital in White Plains.
Erin Phelan, 22, pushed her friend Alma Guerrero, 23, out of the way of the moving vehicle on Sunday morning. Phelan, who worked as an aide in City Hall, was critically injured in the accident and is now in the hospital.
Authorities have not reported whether or not Cindy or her sister was driving the vehicle.
